Gabon – Parliament : 18 laws passed in a single sitting, an unprecedented record

The Gabonese National Assembly achieved a historic step forward on 20 June by passing eighteen draft laws in a single plenary session. This achievement reflects the intensification of parliamentary work as the first ordinary session of 2026 comes to an end.

This session, chaired by Michel Régis Onanga Ndiaye, saw MPs unanimously approve a series of bills considered essential for the development of the country’s institutional and legal framework. This consensus, agreed upon, despite political sensitivities, represents the elected representatives’ determination to implement several reforms considered to be priorities.

The adopted texts include, in particular, the new Gabonese Nationality Code, the reform of the High Authority for Communication (HAC), the overhaul of the land ownership regime, and the introduction of a framework for electronic archiving. These measures are all aimed at modernising public administration and bringing national legislation into line with contemporary challenges.

These laws had been examined by specialist committees prior to their consideration in plenary sessions,where they were the subject of sometimes heated debates between MPs and government members.  

As the parliamentary session is due to end on 30 June, legislative activity is expected to continue at a steady pace. Eight other bills are still due to be considered by the ad hoc committee before being adopted, if appropriate, at the next sittings.
